BY-LAWS OF THE 
MARITIME WOMEN'S FOOTBALL LEAGUE

                                                                                          Revised March 5, 2011

(1) JOB DESCRIPTIONS

It shall be the duty of the Commissioner to:

·        Preside over all MWFL meetings. The Commissioner can only vote to break ties.

·        Have general supervision over the affairs of the MWFL 

·        Enforce the constitution of the MWFL 

It shall be the duty of the President to:

·        Handle all necessary MWFL  correspondence

·        Assume the duties of the Commissioner in his absence, incapacity, or resignation.

·        Assist the Commissioner as required.

·        Handle the day to day decisions of MWFL as required.

·        Promote and market the MWFL

·        Represent the MWFL at meetings with any Provincial Sports Organization and/or the Province of Nova Scotia and/or the Province of New Brunswick .  

It shall be the duty of the Vice President to:

·        Assist the President  as required.

It shall be the duty of the Secretary to:

·        Keep accurate minutes of all MWFL meetings

·        Circulate copies of the minutes of each meeting within two (2) weeks of the last meeting.

It shall be the duty of the Treasurer to:

·        Maintain complete and accurate records of the MWFL income and expenditures.

·        Have charge over all MWFL finances.

·        Present a current report on the MWFL finances at each league meeting. The fiscal year of the
      MWFL will be the calendar year.

It shall be the duty of the Officials Liaison to:    

·        Assure that sufficient officials are assigned to all MWFL games.

·        Participate in disciplinary hearings.

·        Ensure that all officials are aware of any special rules used by the MWFL.

(2) ADMISSION OF NEW TEAMS:
 
     
Minimum qualifications for admission of a team currently in operation shall be evidence of financial stability, operational stability, ability to be competitive and access to the necessary equipment and the availability of adequate coaching staff and playing facilities.
        Upon admission new teams will be required to sign an operational contract and will spend a full calendar year in a probationary period. They will also be required to provide the league with a refundable (upon review) performance bond of $1000.
        A team not in good standing will be required to reapply for admission to the MWFL as a new applicant not currently in operation.
        In order for a new team to be admitted into the MWFL, a minimum of two thirds (2/3) of the member council must approve.

(3) MARITIME WOMEN'S FOOTBALL LEAGUE FEES:

·        Each  MWFL team will be responsible for their home game pro-rata share of officiating fees charged 
      by their respective Provincial Football Officials Association. Payment is due at the time that the  
      invoice is presented. 

·        All  MWFL teams will contribute equally toward the cost of league awards. Payment is due at the time 
      the awards supplier invoice is presented. 

·        Each  MWFL team will be responsible for payment of any per player and per team charges payable
      to their Provincial Sports Organization. Payment is due at the end of the season. 

(4) SCHEDULE:

·        The preparation of the schedule shall be the responsibility of the MWFL President.

·        All games will be played as scheduled 

(5) CONDUCT AND REGULATION OF TEAM UNIT:

a.      New players may be added to a team's roster no later than two games prior to the end of the regular season.
      In order to be eligible to play in the playoffs, players shall have played in at least two regular season games.
      No player shall lose their eligibility under this clause due to injury. Any major injuries must be reported to the 
      Commissioner or President prior to the game following the one in which the injury occurred. 

b.      The League Council shall deal with Unsportsmanlike conduct on the part of any team, team official 
      or any individual player. The offending person or persons may be subject to suspension. Each team 
     shall be held responsible for the conduct of its players and its staff, whether individually or collectively. 
     The League Council
may, if they deem it beneficial to the MWFL suspend any team personnel.

c.      Each visiting team must contact the home team prior to the playing date, fax their rosters to each other 
      and confirm playing field and locker room locations. Each team is to provide the opposing team with any
      roster changes prior to game time. Failure to adhere to any of the above will result in the violating team 
     being referred to the League Council for possible disciplinary action.

d.      No player or player coach shall be paid for participation in any MWFL game. Any member team found
      in violation of this rule shall be subject to immediate suspension. Travel money to practice shall be 
      considered as paying the participant and shall not be allowed by the MWFL.

e.      The field must be adequately marked in accordance with league rules. Separate shower and locker 
      room facilities will be provided for each team. Proper rest room facilities must be provided for the fans.

f  .  Each team will be responsible for providing certified medical personnel at MWFL games. The certified 
     medical personnel via direct communication will call ambulances if necessary. The certified medical 
     personnel's identification will be shown, upon request, to the visiting team. 

g.  Teams must charge a minimum registration per player of $100. 

h.  Where a player has participated in two games for a team during the season that player must receive a
     written release from that team before playing for another team in the subsequent season. The releasing 
     team has the right to a face to face meeting with the player before granting the release. Releases shall 
     not be unreasonably withheld. Where a player has been refused his release he may appeal to a committee
     made up of the Commissioner, League President and one other committee member chosen jointly by the 
     Commissioner and League President. This committee has the power to grant a player a release. This 
     clause shall override any contract between a player and a team.

i.   All teams must provide the league with copies of player registration forms and proof of age at least one week 
    prior to game play. Any player under the age of 18 must have signed parental consent.

(6) GAME PROCEDURES:

a.      MWFL games shall be played in accordance with the Canadian Rulebook For Tackle Football except 
      as modified by the MWFL in its Special Rules:

b.      A crew of officials, qualified and certified by the home team's  Provincial Football Officials Association shall
      work each game.

c.      The home team shall furnish chain crews, chains and sideline markers. The visiting team has the right to
      place one (1) member of its organization on the chain crew if it desires. The visiting team however, must 
      notify the home team of such decision at least fifteen (15) minutes before the scheduled game time.

d.      The home team will furnish two (2) league footballs, of which at least one (1) will be a new football. 
     The game officials must approve the two footballs prior to game time.

e.      The home team will provide access to the locker room and field facilities, for the visiting team, at least 
       two (2) hours prior to kickoff.

f.      The team with the better record has the first option of hosting playoff games. Upon mutual consent of 
     both teams, the team with the lower record could host the game. Any additional financial agreements 
     between the two teams must be submitted to the MWFL President and will be enforced by the MWFL.

g.      MWFL  Tie Breakers:

      i).    Head to head games

      ii)  Least  points allowed head to head

      iii)  Least  points allowed overall

      iv)  Coin toss

h.  In the event of an appeal on a decision made by the League Council, an appeals committee will be asked to make a ruling. The appeals committee will be formed prior to each season and will be made up of 3-5 non MWFL members. At least one representative to sit on the committee will be female. The Commissioner of the MWFL will be the point of contact for the appeals committee in the event of an appeal. In the event that the Commissioner is in conflict, the President will act as point of contact. The appeals committee shall be subject to timelines (avg. 7 days) for resolution as dictated by the commissioner , or president if conflict arises.

i. Forfeit Rule: A forfeit will result in a 30-0 loss for the forfeiting team. All forfeits will automatically be reviewed by the appeals board. In the event that the appeals board finds no legitimate reason for the forfeit, the forfeiting team will be penalized further with a 1 point deduction in the standings and or further consequences as determined by the board.
A team forfeiting twice in one season will no longer be in good standing with the MWFL
